It takes a lot of time and practice, but it's worth it and it's really fun.
I would recommend to start with basic HTML and CSS.
ReeliChat for example has a really good design that's very difficult to achieve for a beginner.
ReeliChat was also made using SCSS which is a really cool thing but it's not really beginner-level but you could try it after you learned the basics of CSS.
Most websites(including ReeliChat) are made with Bootstrap but I personally prefer not using it even though it's actually a pretty nice library.
Brickplanet and Brick Hill did not or did not directly use Bootstrap.
Brick Hill didn't use any Bootstrap and their website is generally trash.
Brickplanet didn't use a direct version of Bootstrap, it used a custom version.

My websites were complete trash when I was a noob at HTML and CSS.
I had a terrible website that was attacked by raiders 8235872378058032580 times and I eventually closed it down to start a new project.
That new project's design was skeuomorphic, but at one point, I decided to move to a flat design because my skeuomorphic design was truly awful(it was so unresponsive that it messed up even in windowed mode). I changed my design to an amateur flat design because I was unused to flat designs. Right now, I am making a more professional-looking website with tons of new features that I hope will get some users(probably won't ;( ).

CSS is an abbreviation for "Cascade Style Sheet" and HTML is an abbreviation for "HyperText Markup Language".
CSS styles your HTML. Without CSS, your website would look terrible.
I would recommend W3Schools.
Also, I want to correct my previous post, ReeliChat doesn't use bootstrap, it uses Bulma.css, that's why it's so good.

index.html
<!DOCTYPE html>
<html>
<head>
<link rel="stylesheet" type="text/css" href="main.css">
</head>
<body>
<h1>Hello world!</h1>
<p>Test webpage!</p>
</body>
</html>
main.css
h1 {
color: red;
font-weight: bold;
}
p {
color: blue;
font-style: italic;
}
