If you're on Windows, I would recommend using Notepad++.
If you're on Linux, you could use the default program gedit but I have experienced a bug where it glitches an area of the screen and crashes(that's why I moved to atom).
To make a webpage, you should also host your webpage somewhere, for example in Awardspace, Biz.nf or if you're lucky to be in 10xhosting's approved countries, 10xhosting(10xhosting has the best package overall). Afterwards, you need to install FileZilla or other FTP browsers to connect to your server's FTP server. Once you connect to your FTP server using the information listed in your server's cPanel, you may upload your file. index.html/index.php will be the main file of a directory(for example: website.com/ is the same as website.com/index.html).
